Disabled refuge outstations are fixed communication points installed in designated refuge areas within a building, providing two-way voice communication between those needing assistance and the central control panel during an emergency. What Is a Refuge Outstation?
A refuge outstation typically comprises a hands-free wall-mounted intercom panel located in an enclosed, fire-resistant refuge point—such as a stairwell landing or protected lobby. In an emergency, the user can initiate a call to building staff or emergency services by pressing a clearly marked call button.
These units allow continuous two-way communication so reassurance and instructions can be provided while evacuation is arranged. Visual and audible indicators provide confirmation that the call has been made and received.

Each outstation connects directly to a control panel or repeater using fire-rated cabling, with all connections monitored for faults or tampering. Once installed, the unit requires minimal maintenance and provides a dependable communication point in emergencies.
These devices should be installed in accordance with BS 9999 and BS 5839-9, ideally no more than 30 metres from a protected escape route and at an accessible height for wheelchair users.
