Are We Designing Systems for Compliance or for Consequence?
The Grenfell Tower Inquiry exposed failures that went far beyond individual products or decisions. It challenged the way the industry thinks about responsibility, competence and regulation. As the lessons of Grenfell continue to reshape building safety, the question for those designing and installing fire protection systems is simple: are we meeting requirements, or are we designing for what happens when those requirements are truly tested?
On 14 June 2017, fire safety in the UK changed forever.
The Grenfell Tower fire was not simply a tragedy caused by a single failure. The subsequent inquiry revealed a complex chain of shortcomings involving design, materials, regulation, building management, fire safety strategies, competence and communication.
The Grenfell Tower Inquiry's final report, published in September 2024, concluded that the system for regulating the construction and refurbishment of high-rise residential buildings had been seriously defective in a number of respects.
It also highlighted failures in fire safety management, competence and the way information and warnings were handled.
The significance for the fire protection industry is difficult to overstate.
Compliance Is Necessary. It Is Not Enough.
Compliance matters. Of course it matters.
Standards and regulations exist for good reason. They establish minimum expectations and provide a common framework for designers, installers, manufacturers, building owners and responsible persons.
For fire detection and alarm systems, standards such as BS 5839 provide important guidance covering design, installation, commissioning, maintenance and testing.
But there is a fundamental distinction between designing a system to satisfy a requirement and designing a system with the consequences of failure in mind.
Does this meet the standard?
Vs.
Will this system provide the protection people actually need in this building, under the conditions in which it may be required to operate?
Those questions are related, but they are not identical.
Grenfell demonstrated the danger of assuming that following guidance automatically guarantees safety.
The Inquiry criticised aspects of the regulatory framework and found that Approved Document B was capable of misleading designers into believing that compliance with its guidance would inevitably mean compliance with the Building Regulations.
Designing for the Real Building
Fire detection is not an abstract technical exercise.
Every building contains people with different levels of mobility, different levels of familiarity with the building and potentially very different abilities to respond to an alarm.
Buildings also experience changing layouts, changing uses and changing risks.
A system that is technically suitable in one environment may not be the right solution in another.
This is why specification should begin with understanding the building and its risks, rather than beginning with a product catalogue.
Where are fires most likely to start?
How quickly could they develop?
Who needs to be warned?
What environmental conditions could affect detection?
What happens if part of the system develops a fault?
How will the system be maintained?
And perhaps most importantly: what happens next?
These questions move the discussion away from equipment alone and towards the outcome the equipment is intended to achieve.
The Importance of the Complete Fire Safety Strategy
One of the significant findings of the Grenfell Inquiry was the failure to properly understand the role of a fire safety strategy.
The Inquiry found that a final version of the fire safety strategy for Grenfell Tower's refurbishment was never completed.
It recommended that, for higher-risk buildings, a fire safety strategy should be produced by a registered fire engineer and submitted as part of the building control process.
The lesson is bigger than any individual building.
Fire protection measures cannot be considered in isolation.
Detection, alarm systems, compartmentation, smoke control, means of escape, emergency lighting, fire doors, firefighting facilities and management procedures all form part of a wider strategy.
A sophisticated fire alarm system cannot compensate for fundamental failures elsewhere.
Equally, an effective building design still depends on its fire detection and warning arrangements being correctly specified, installed, commissioned and maintained.
Technology Should Serve the Strategy
Modern fire detection systems can provide sophisticated detection, diagnostics, connectivity and flexibility.
Wireless technologies can offer solutions where traditional cabling is difficult or disruptive.
Intelligent systems can provide greater visibility of installation health and maintenance requirements.
But technology should never become the strategy.
The question should always be whether a particular technology delivers a meaningful safety benefit in the environment where it is being used.
Competence Is a Safety System Too
Perhaps one of the most uncomfortable lessons from Grenfell is that fire safety depends heavily on the competence of people.
The Inquiry identified serious deficiencies in skill, knowledge and experience across aspects of the construction industry.
That principle applies equally to fire protection.
A fire alarm system does not install itself. It does not assess risks. It does not commission itself. And it certainly does not maintain itself.
People make those decisions.
That creates a responsibility for everyone involved, from manufacturers and distributors to designers, installers, commissioning engineers and maintenance providers.
Good technical support helps ensure that equipment selected is appropriate for the application rather than simply available for supply.
What Happens When the System Is Tested?
Perhaps the best way to challenge our thinking is to stop asking whether a system is compliant and imagine the moment it is actually needed.
A fire starts.
There are people asleep.
Smoke begins to spread.
Does the alarm operate as intended?
Is the warning clear?
Are faults being identified?
Has the system been properly maintained?
Do responsible persons understand what the system is telling them?
Has the wider fire strategy been built around the reality of that situation?
That is the difference between compliance as an administrative objective and fire safety as a human one.
The Post-Grenfell Test
The industry has rightly spent years considering what Grenfell means for regulation, construction and building safety.
But regulation can only take us so far.
The ultimate test is whether the culture behind the regulation has changed.
“What is the minimum I need to do?”
Or:
“What does this building, and the people inside it, actually require?”

Because when a fire occurs, nobody will ask whether the paperwork was complete.
They will ask whether the building was safe.
And whether the systems designed to protect its occupants did what they were supposed to do.
